The Maywood review is deliberately precise. Leigh traced the legal protest, the Planning Commission hearing and failed 0-6 motion to approve, the development-code language requiring Council consideration/final action, the Council agenda and minutes, and the fact that Maywood remained inside the amended Consent Agenda and passed with the blanket 7-0 consent vote without a separate Maywood motion or discussion reflected in the minutes.

She then compared that treatment with the same-night Rankin STR matter, which had received a favorable Planning Commission recommendation, was pulled from Consent, separately discussed by Council and failed 2-5. The comparison is useful because it tests how two STR matters were actually handled in the same meeting rather than relying on abstract assumptions about consent agendas.

The argument does not claim that consent placement by itself was unlawful or that the five-vote threshold was missed.
