Built a backward-looking research record of Independence's data-center and power-generation redevelopment rather than starting with the final Nebius announcement. Leigh traced the Blue Valley/IPL site, UET Ventures/United Energy Trading involvement, option-to-lease history, later Independence Power Partners/Exigent activity, PUAB discussions, Chapter 100 approvals, EastGate/Nebius presentations, PILOT revenue and the City's electric-capacity commitments, with a focus on what Council knew and when.

The central question is not whether a data center sounds economically attractive; it is whether the City can show the full financial and utility picture behind the deal. Leigh's research follows the project back through the retired Blue Valley/IPL site and earlier private-party involvement, then forward through Chapter 100 incentives, the EastGate/Nebius presentation, the PILOT structure and power commitments. She is preserving the chronology so later public statements can be compared with what had already been discussed or authorized.

The work asks Council-level questions that are easy to miss in a celebratory development announcement: What is the true future net income after generation, transmission, infrastructure and financing costs? What capital or operating risks stay with IPL or the City? When did prospective data-center use first become part of the redevelopment plan? Who authorized the 2024 option-to-lease? What do the actual leases, power agreements and Chapter 100 attachments require? And did any lease, transfer or control of public-utility property implicate Charter protections?

This is an ongoing investigative record. Source agreements, PUAB minutes, Council packets, ordinances, presentations and reporting should remain linked beneath it so the public can distinguish confirmed documents from questions still being pursued.
