Examined the relocation of Independence City Hall as a downtown-policy decision, focusing not only on the new building but on what moving a daily government destination away from the Square means for foot traffic, public access, nearby businesses, civic identity and the long-term health of the historic center. The work asks what was gained operationally and what was removed from downtown when a routine reason for residents, employees and visitors to be there disappeared.

A City Hall move can be evaluated in square footage and facility condition, but Leigh's review looked at the secondary effects a municipal decision can create. When that activity moves, downtown businesses and civic spaces lose a dependable source of daily presence.
