Leigh followed the redevelopment through the June 1, 2026 Council approvals, including the main redevelopment action and related TDD measure, and treated the vote as the beginning of accountability rather than the end. The work preserves the plan, financing tools, transportation components, public incentives and promised private redevelopment so later amendments and actual construction can be compared with what Council approved.

Her review uses the same practical framework she applies to other development proposals: What is the City's exposure? Which improvements are public responsibilities and which belong to the developer? What revenue or tax-base recovery is reasonably expected? What happens if the private phases change? How will residents know whether the redevelopment succeeded?

This record should grow with permits, financing amendments, construction milestones, occupancy, tax-base results and any changes to the original commitments. A redevelopment qualification is not simply knowing that Council voted yes; it is knowing how to follow the deal after the vote.
