R.I.S.E. — Revitalizing Independence through Strategic Engagement

Submitted — Awaiting Response

R.I.S.E. is a proposed framework for revitalizing Independence neighborhoods, beginning with a focus on District 1. It brings together housing rehabilitation, dangerous-property resolution, vacant-lot reuse, commercial reinvestment, infrastructure improvements, and responsible use of existing resources. Rather than creating another stand-alone City program, R.I.S.E. calls for coordinated action, realistic funding, measurable results, and public accountability. The proposal requests City Council consideration of a study session and a 90-day written feasibility assessment, if authorized by Council.

Learn More

The R.I.S.E. proposal asks the City Council to examine what Independence can accomplish using existing programs, staff, and funding; evaluate housing and zoning opportunities, including voluntary housing provisions and the proposed West Central Independence Overlay District repeal; identify feasible District 1 revitalization priorities; and determine implementation costs, public obligations, measurable outcomes, and necessary legislative or administrative changes. The requested feasibility assessment would provide Council with a documented basis for deciding whether and how to proceed.
